Developers have officially lodged a hybrid planning application for a new retail park off Horton Road, with the public invited to share feedback until early December.

A formal planning application has been submitted to Wiltshire Council for a new retail development in Devizes, marking a significant step in the project known as Moonraker Park. The proposed site is located on a large plot of land off Horton Road and, if approved, will feature a new supermarket, a DIY store, and several warehouses.

Robert Cort Properties Ltd, the developer behind the scheme, submitted the hybrid application on 28 October 2026. The plans include a new Tesco store and a Starbucks drive-thru, aiming to offer residents increased shopping options and reduce the necessity for travel to neighbouring towns. According to documentation submitted by commercial property consultancy Montagu Evans, the project is anticipated to support between 300 and 390 permanent jobs.

The site, which is currently grassland, was acquired by the developers in March 2025. While the land is allocated for employment use under the Wiltshire Core Strategy, previous attempts to secure interest for a business-only park on the site proved unsuccessful. Developers stated that the earlier scheme failed to attract meaningful occupier demand and was not commercially viable, leading to the decision to pursue a retail-led development instead.

This proposal is separate from nearby land off London Road, which has already been earmarked for a £10 million Aldi store and a separate coffee shop. The developers have stated that the design of Moonraker Park has evolved to incorporate feedback from an online public consultation held in June 2026. Findings from that process indicated that 61 per cent of respondents supported the plans, though some concerns were raised regarding the potential impact on local traffic levels.

Members of the public can now review the full details of the application and submit formal feedback to the council. The consultation period for this application will remain open until 2 December 2026.
