Wiltshire residents to help identify HGVs flouting rural weight restrictions
By Swindon Now Editorial Team · Published

A new community-led reporting system will allow residents and councils to submit evidence of HGVs ignoring weight limits, helping authorities target enforcement efforts.
Residents across Wiltshire will soon be able to assist authorities in tackling heavy goods vehicles (HGVs) that ignore 7.5-tonne weight restrictions on rural roads. A new reporting system, developed by Wiltshire Police, Wiltshire Council and the Driver and Vehicle Standards Agency (DVSA), is set to launch following a presentation to the Wiltshire Police and Crime Panel.
Weight restrictions are currently in place to protect small villages and rural communities from the impact of large, unsuitable vehicles. However, enforcement has historically proven difficult for police. Officers previously had to witness an offence in real-time to determine if a driver was breaking the law or if they had a legitimate reason to be on the road, such as for a local delivery, agricultural work or servicing premises. This created significant operational demands on limited resources.
Under the proposed scheme, residents and local stakeholders—including parish and town councils—will be encouraged to document suspected breaches. The process aims to build a clearer intelligence picture of repeat offenders rather than acting as a mechanism for immediate on-the-spot fines.
How the reporting process will work
The authorities have outlined specific channels for submitting evidence of suspected weight limit violations:
Video footage: Evidence can be uploaded directly to the national Operation Snap portal.
Photographic evidence: Still images can be submitted via a dedicated Microsoft Form or an email process, which is currently being finalised.
To ensure reports are useful for the DVSA, submissions must clearly capture the vehicle registration number, the location of the alleged breach and the relevant signage indicating the weight restriction. Once received, Wiltshire Police will record the operator details and share this intelligence with the DVSA. This collaboration will allow the agency to use its existing regulatory relationships to engage with companies showing patterns of non-compliance.
The initiative is currently undergoing final data protection and governance checks. Full details on how to use the system and the reporting portal are expected to be published on the Wiltshire Police website ahead of a formal launch scheduled for October.
The proposals are due to be reviewed by members of the Wiltshire Police and Crime Panel at County Hall in Trowbridge on Thursday, October 1. While the system will not lead to automated prosecutions, officials hope that by identifying the worst offenders, they can more effectively target enforcement actions where they are needed most.
